The UK Endorsement Board (www.endorsement-board.uk) serves the UK public good by influencing and contributing to the research and development of high-quality international financial reporting standards and their adoption for use in the UK.  It will do this by:

  • Influencing the development of international financial reporting standards. Contributing to debates on International Accounting Standards Board (IASB) projects, consulting with UK stakeholders to obtain their views and highlighting any concerns to the IASB at every stage of projects, development of its agenda and post-implementation reviews.
  • Taking responsibility for the endorsement and adoption of International Financial Reporting Standards (IFRS) as specified in legislation, deciding whether to adopt IFRS for application by UK entities.
  • Providing thought-leadership. Undertaking research and contributing to the development of financial reporting internationally. It will also undertake to inform and educate UK and international stakeholders on developments in financial reporting.

 

In delivering these statutory functions, the UKEB adheres to the guiding principles of transparency, accountability, independence and thought leadership in all its activities. The UKEB’s work helps deliver understandable and transparent financial reporting to users that supports investor confidence, enhancing economic growth and helping ensure the international competitiveness of the UK capital market. The technical team supports the delivery of these aims in an efficient and effective way, including developing and introducing enhanced working practices and delivering operational performance in the areas of responsibility.  

 

The Financial Reporting Council (FRC) mission is to serve the public interest by setting high standards of corporate governance, reporting and audit and holding to account those responsible for delivering them. We are the UK Competent Authority for audit.  We also set the UK Corporate Governance and Stewardship Codes as well as UK standards for accounting, auditing and actuarial work, and monitor and take action to promote the quality of corporate reporting and operate independent enforcement arrangements for accountants and actuaries. Job Description

The role:

The Senior Project Directors support the Director in developing the UKEB’s strategy and delivery of the technical work agenda, to agreed timescales, to ensure the UKEB can effectively deliver its statutory functions.  

 

Key accountabilities are:

  • Leading the delivery of a range of projects, including managing and developing project staff, timely delivery of papers to the Board, effective presentation at Board meetings, and meeting project deadlines.
  • Ensuring adherence to due process over the life of the projects.
  • Developing and maintaining relationships with key stakeholders, which includes active dialogue with IFRS Foundation and IASB staff, and may include chairing working groups that advise the UKEB Secretariat.
  • Working with the Director and other senior Secretariat team to ensure on-going and timely team management and development.
  • Work with the Director to set the culture of the team in line with the guiding principles of transparency, accountability, independence and thought leadership.
  • Leading efforts to increase ‘joined up’ ways of working within the UKEB team and with relevant FRC colleagues. 
  • Direct line management of a proportion of team members.

 

The Person:

Essential: 

  • Knowledge and understanding of the wider public interest issues that arise from the UKEB’s work in influencing and adopting IFRS accounting standards for use in the UK. 
  • Capacity to comprehend and articulate technical accounting matters to a range of stakeholders. 
  • A good understanding of the due processes of the international accounting standard-setting process and related organisations. 
  • Able to analyse complex issues and identify salient concerns and solutions 
  • Excellent written and oral communication skills –  
    • Able to debate complex technical issues 
    • Able to listen to, assess and assimilate others’ perspectives, concerns and proposals openly as well as to convey persuasively the different perspectives, concerns and proposals. 
    • Focused on agreeing the way forward on projects 
  • Strong interpersonal skills, demonstrating respect for others and able to establish credibility, and to work effectively and influence assertively, at senior levels. 
  • Ability to manage staff effectively and to work collaboratively with team members and external stakeholders. 
  • Able to manage complex projects, including setting and meeting deadlines and managing working groups.  

Desirable: 

  • A sound understanding of the function of financial reporting in capital markets, the law relating to corporate reporting, and the role of the UKEB and its statutory functions. 
  • Educated to a degree level with a professional or post-degree qualification, with extensive experience post qualification in relevant field e.g. accountancy, company law or financial regulation.  
  • Commercial awareness and political sensitivity. 
  • Demonstrable experience of engaging successfully and confidently with external stakeholders at a senior level. 
  • Self-motivated individual who is confident, committed, enthusiastic and energetic. 
  • A passion to secure the public interest. 
  • Able to be both firm and diplomatic. 
  • Flexible and collaborative.

The FRC operates a hybrid working arrangement, with an expectation that a minimum of 40% of a person's working time will be located at one of our offices per week, with precise arrangements to be agreed between the employee and the line manager. The UKEB’s work requires significant stakeholder outreach and the post holder will be required to lead such engagement on areas within their remit. This will require them to attend at least 35 scheduled stakeholder meetings, lasting up to a full day, in person per year in the London office. Other, project specific, ad-hoc meetings are also held in person and may require additional in person attendance in the London offices or stakeholder premises. The post holder should be able to work flexibly to support the team’s activities.


Additionally, the post requires some travel abroad, depending on business needs.
